Integration design and acceptance for security systems at sensitive sites

Tomer Mizrahi is an independent consultant. He specifies how video surveillance, access control and intrusion detection systems work together, then writes and witnesses the acceptance tests the delivered system must pass. His delivery record, more than 15 years, is in video surveillance and recording. No equipment sales, no supplier commissions.

01 · The gap

Who designs the interfaces when each supplier quotes its own system?

On many projects the company that will supply the system is also the one that describes it. The quote becomes the specification, and the buyer has nothing of its own to measure the delivery against.

Each quote covers one scope. The links between scopes (which events cross, in what format, and what each system does when the other fails) are written down by no one unless the owner asks for them.

Axialy writes the requirements and the interface specifications first, in terms that can be tested. The tender asks suppliers to meet them, and factory and site acceptance tests check each one.

02 · Scope

What the work covers

For owners of sensitive sites in government, defense and critical infrastructure such as energy, water and transport, and for the prime contractors who deliver to them. Design comes first, then procurement and delivery.

Design

  • Video surveillance and recording design
  • Integration architecture and interface specification
  • Access control design
  • Intrusion detection and alarm handling design

Procurement

  • Specification and tender support
  • Bid support for primes and integrators

Delivery

  • Delivery oversight and acceptance testing
  • Embedded architect or program manager

What each service includes, and where it stops

03 · Method

From the first call to system handover

  1. 1

    First call

Twenty minutes on the facility, the systems and the timing. No drawings or sensitive details are needed for this call.

  2. 2

    Requirements

What operators must see and do in each area, written so that every line can be tested.

  3. 3

    Tender

A technical specification, evaluation criteria and a comparison of the bids that come back.

  4. 4

    Acceptance and handover

Factory and site tests run against the requirements and every interface specification. The client accepts the system when it passes, with any open defects listed and dated.

Example · one requirement, followed to handover

R-07 · Requirement

Recorded video from every camera shall be retrievable for 30 days at the resolution and frame rate set for that camera in the camera schedule, with no reduction of either during that period.

T-07 · Tender clause

Bidders shall state the usable storage capacity offered, after RAID and file-system overhead, and for each camera profile (resolution, frame rate, codec and compression setting) the average bitrate assumed and the calculation behind the capacity.

AT-07 · Acceptance test

On day 31 after recording starts, check in the VMS that every camera holds 30 days with the settings in its camera schedule. On ten cameras the client picks, play back one hour from the oldest day. Pass: every camera holds 30 days, the ten play at the scheduled resolution and frame rate, and no camera profile averages above the bitrate stated in the bid.

Fig. 2. An invented example. The same number links the requirement, the tender clause and the test.

04 · Track record

Thirteen years delivering and bidding video systems at an integrator

Axialy is Tomer Mizrahi's one-person practice. His record is in video surveillance and recording.

15+ years
in video surveillance, video management and recording, for defense, government and enterprise customers.
13 years
at a systems integrator: six years leading a delivery team, then seven in pre-sales preparing bids and solution designs.

Years, sectors and scale quoted on this site refer to video surveillance and recording work.

05 · Engagement

Start with a review of a proposal you already hold

Four ways to engage, smallest first.

  1. 1

    Proposal or design review

An independent review of an integrator's proposal or an existing design.

    One to two weeks

  2. 2

    Bid support

The technical volume and solution design for a prime contractor or integrator bidding on a tender.

    Per bid

  3. 3

    Requirements and tender package

From the requirements to the comparison of bids, for a new system or a replacement.

    By phase

  4. 4

    Embedded architect or program manager

Inside the owner's or the prime contractor's team for the length of a program.

    Part time or full time

One side per procurement

Axialy works for owners and for prime contractors, never for both on the same procurement. When Axialy writes a specification or evaluates bids, it does no work on that procurement for any bidder, from the tender until twelve months after its own contract ends. When it supports a bidder, it takes no role for the owner on that procurement. Past business ties are disclosed to every client.

Paid by the client only

Axialy is paid only by the client it works for. Manufacturers and distributors pay it nothing: no commissions, referral fees or rebates.
